can't install .CAB from Cyberon: ""Installation was unsuccessful", system permissions

I finally got hold of a copy of Cyberon's Voice Commander (not the simpler voice dialer). When I try to install the CAB (standard Verizon ROM on my Xv6700), I get

"Installation was unsuccessful. The program or setting cannot be installed because it does not have sufficient system permissions"

I have 4.9 Megs of storage memory and 25 Megs of program memory (I read one post where this error can be due to not enough memory). The .CAB itself says it requires 600 Kb, so it should be fine. Any ideas??
