When I try to run the file, or place it in \Windows then select it from Settings\Today\Theme, I lose all the newer features of a 6.5 theme (menus become boxy instead of using the images, etc..)

If you have accomplished this, were there any thricks/gotchas/steps I didn't mention?
It's easy but not a straight forward process. First of all renaming .tsk to cab, cab back to .tsk not necessary.
Get hold of a Cab Analyzer [mine came as part of Hypercore Kitchen package]. Use this tool to extract the contents of of your .tsk file to a folder. [it reads both cab and tsk files]
In that folder you will have the jpg image files and the Microsoft .INF file which contains the reg info for the funtionality of the theme. Modify the theme whichever way you want but save in jpg format.
Next get hold of a licensed Wince Cab Manager, open the application. Under the File tab, click new, then again under the File tab click import fom INF. Select the INF file from your working folder, response would be "could not locate folder, browse folders, click yes then browse to where the your original tsk file is, click to open and you will get same response as quoted above. This time click "No" and it will recognise and load the .tsk file. Now replace only the jpg files with the ones from your working folder or any jpg file atall of your liking [mod for your screen resolution ofcourse].
Observe to name the files as eg for qvga
stwater_240_320.jpg......
stwater_320_240.jpg.....
Then save as a .tsk file.
Enjoy your theme without any loss of funtionality. Or better still chose one of the tsk file which scroll bar colors and color theme you like the best and place your own jpg files there.
