To completely get rid of it use a regeditor to go to the following key: HKEY_CURRENT_USER\Software\Microsoft\Today\Toast:T oastBorderThemeImage? If there is any string value (like a path to an image), delete it, soft reset, and it should not pop up anymore. Just delete the one that's the image- first line seen in my last screenshot.
