I do have that issue if data is on... It's a pretty standard issue.
This fixes it for me:

SuspendResume=#777(string)
/! used to be ~GPRS* , or something
or
[HKEY_LOCAL_MACHINE\Comm\ConnMgr\Planner\Settings]
"SuspendResume"=hex(7):23,00,37,00,37,00,37,00,00, 00,00,00
cprog.exe just seems to have issues suspending an active data connection w/out it.
Or it really is a dialer issue.
