I went to Windows\Rings and deleted that whole folder. I store my few ringtones that I actually use (which are .wav files) in Application Data\Sounds and haven't had the bug come back for about 3 weeks now.

So, now the question is, What IS the bug? I consider the bug to be that you have to convert to space hungry WAVs to get any ringtone at all. But now I too have had to do a soft resets (daily if not more often--shoot, I don't know if I'm missing calls or not) to even get the WAVs to play. Further, it IS the ROM folks!!! I flashed to the shipped ROM and my MP3s worked.
