Thank you again, I am not sure why it worked but it did. These were my steps:

I ran the sspl manual exe on my computer. that open a comand prompt and shortely after there was an windows error which forced it to close. there was no nbh on my desktop. So i ran the RUU again thinking that would place an nbh on my desktop. Magically, the ruu worked this time (after >40 tries). I did all of this from a fresh download of the software.

I dont know why but it worked..yes

and i just flashed merdins rom. It is the nicest rom i have ever used, i highly recommend it.
