My bad. Boneheaded mistake.

Nothing major though.

Go into the registry and enable Obex.

[HKEY_LOCAL_MACHINE\Software\Microsoft\Obex]
"IsEnabled"=dword:00000001

Wait 20 seconds and soft reset.
