A great question. I asked about the specific function of push internet about 3 times over at XDA when the whole Rhodium thing was developing and never did get an answer. I assume, like push email, that it is updating things in the background.

The bottom line is that the only things you will notice different with it off is better battery life and maybe a little more free memory.

*edit* Also... there have been a good bit of changes from 2.1 to 2.4. You should see a big difference. Check out the change log if you haven't already.
