In order to do this you have to go into the kitchen and search out all of the PROVXML and RGU files to remove the registry entries that setup the first boot requirements.
So, this week, I had determined that I was going to resolve this issue ... and I can't figure it out.
Code:
[HKEY_LOCAL_MACHINE\HARDWARE\DEVICEMAP\test]
"CalibrationData"="506,492 835,835 834,158 170,165 173,837"
"MFGCalibrated"=dword:00000001
[HKEY_LOCAL_MACHINE\Software\Microsoft\Welcome]
"Disable"=dword:FFFFFFFF
I am starting to wonder if Microsoft or HTC has recently added another setting which I'm not aware of ...
Does anybody else mess with avoiding first boot wizadry and if you were successful with recent builds, how did you manage it?

If your on wm6.5, threw me for a loop too. They've changed the codes. If you take that out of the provxml and move it to the RGU, it seems to skip setup all together and your left with no touching your touch as the screen isn't touch sensitive. Here's the entry from jd's g52 kitchen 21501:mxipupdate_oemoperators_101.provxml:
<characteristic type="HKLM\Software\Microsoft\Welcome" translation="filesystem" >
<parm name="Disable" datatype="integer" value="-3" />
</characteristic>
hmm...changed in jd's kitchen. It was set to "177" in his 21501 kitchen which gave me calibrate, stylus, and password setups....
