All you need is ICS to teather by cable. Correct me if I'm wrong, but the new WMWifiRouter no longer has to have ICS preinstalled on the device. The new version (atleast what I'm using, V1.35) allows for more types of connections (3G to USB, WiFI, or BT as well as WiFI to USB and USB to Wifi). I love this program
It also allows you to add passwords and security and stuff for wireless connections
