Right off, none of the ring tones work UNLESS you set them from inside of TF2. You can't set them for anything BUT the main ring. If you do it in Settings, it tells you that the ringtone is corrupt. It doesn't matter if you hard reset and it starts right off, or you just soft reset. No tweaks seem to fix it either.

I can guarantee you ive flashed many more 6.5 roms/builds than you have
. I am not talking about this rom bc i can not flash it in hte first place but am rather talking about 6.5 in general. What all 6.5 roms have you tried? I have spoken to many people about this issue and it seems to be universal atm.
