As far as backing up emails and email account settings I have no working answer yet. I use PIM Backup for backing up my opera settings -
\windows\opera9\secure\wand.dat for the saved usernames and passwords,
\windows\opera9\opera6.adr for bookmarks/favorites
I keep all my ringtones on the internal storage in my documents\my ringtones\ so i don't have to keep copying them over every flash.

Hopefully that will help some.

1. assuming I have no idea about an sdconfig file (do i create that file, do I edit it to say what I want it to say etc..., how do i handle that?

also I was under the impression that I had to clear all of my internal storage to reflash (as part of a hard reset) so wouldn't that clear your ringtones over there? (the only ringtone I care about is my NFL on Fox mp3, its such an awesome ringtone)

2. how do I reflash to a stock 6.1?
