In 6.5, if the HTC dialer is disabled, volume control is also disabled because it doesn't work right with the 6.5 dialer, so if you want to use it, uncheck Disable HTC Phone Skin in the tweaks section. On the missing volume control icon, that happened after flashing or did you install something and that happened?
