Wrong. It is clear from the screenshot that he has not setup a "partnership". This is WMDC, not AS, and you never have the device you are installing software/drivers for plugged in while you are installing/reinstalling them.

While this is a good thing to try, it is not something you need to "make sure" of. "Advanced Network functionality" is simply using network/NDIS for communication over USB. Disabling it reverts it to direct/serial USB communication. If it works with NDIS/Advanced Network functionality disabled then is almost a guarantee you have a socket layer(??) issue, most likely a firewall. As mentioned before, disable(or temporarily uninstall) any firewalls or configure your firewall to allow communication for WMDC (wmdHost.exe if I remember correctly) to inbound TCP ports 990, 999, 5678, 5721 and 26675 and outbound UDP port 5679. Let us know how it goes. Need more info.
