Nor does \Application Data\Sounds. Any other suggestions?
My custom mp3 ringers have been working just fine recently. They are = or < 500k which seems to help overall speed.
All I do is have SASHIMI copy them to a folder called:

\My Documents\My Ringtones

And they show up in both Manilla and Souns&Notifactions lists.
