That does not apply the reg changes (those are carrier specific, so a general program like that normally wouldn't work for everyone anyway). It provides a small program that is supposed to download satellite information to help your phone know where to look for them. I've never had any huge success with it, but it helped prior to aGPS. The aGPS solutions are much better.
