I don't know if this helps or not, but I have never had the ringtone issues either, but I do use Sashimi to set up my phone after a fresh flash. A while ago I made backups of each ringtones' registry settings exactly how I like them (ie. ring and vibrate, generic-3 ringer, etc...) and have a reg file for each one including mms, text, email, reminders...and so on. So after a flash those files get imported to my registry and for some reason has always worked on Mighty's and Juicy's rom's. The other thing that I do is use Sashimi to copy over the ringtones that I do use to the windows folder as well as the ringtone folder, just in case the rom I'm using doesn't have the ones that I want.

Anyways, just a thought to the people having problems, go back to a known working setup and copy the actual ringtones from that rom and backup your reg entries for the ringtones you want to save. Then reflash and import the reg entries and copy over the ringtones.
