You need a registry editor.

Its located at
HKLM\Comm\ConnMgr\Planner\Settings\
SuspendResume default is 1501 for verizon users.
cachetime is 600
Those are the only values my cabs change. I've no idea what the defaults for Telus are. I don't mean to be a jerk, so please don't take it that way.
Always back up before tweaking.
