Well, I always use a wav. This is because I always use the cab file I posted which is designed to eliminate some of the incoming ringer lag, so that your phone starts ringing sooner after your call comes in... which it does do effectively, you just have to use a wav file with it. I had a hunch that maybe this was preventing the ringer bug for me as well. It may just be that the bug only happens if you use an mp3, as you suggest, which people may want to consider when choosing a ringer.
