When you upgrade to weather 3.1, the weather no longer uses the CLinks panel. Therefore, it is rendered inactive. What you need to do to re-enable it is go to CHome Configurator, select CLinks, tap menu>panel>customize. Then in the "Collapsed" field, type in whatever name you want to appear on the home screen for this panel.
