After installing the HTC Home Customizer, you should have a shortcut in the Programs menu.

I probably abuse my Home Plugin more than all of you guys combined
and I have not had one issue with the device (Mogul) locking up because of the plugin. Is it possible it's another program causing issues?

Usually when the appearances aren't applied, it means you had a previous version of the Home Plugin installed and it left the \HTCHome directory, which the customizer looks for first. I would uninstall the plugin completely, delete the \HTCHome directory if it exists, then reinstall and try to customize. Let me know if this works for you.

After selecting "Custom" for the weather database in the customizer, did you soft reset? That usually gets it going. If not, please check N2A's post on XDA. There's a link in the first post to it.
