Some programs don't specifically call .Net 3.5. You have to tell WinMo to use it, not 2.0.
With reg editor navigate to HKLM/Software/Microsoft/.NetCompactFramework and change values of:
2.0.7045.00 from 1 to 0
3.5.7283.00 from 0 to 1
Close reg editor. Wait 20 seconds, soft reset.
