Higher definitely does not mean better, but it DOES have a higher chance that some bugs may have been fixed. 21028 seemed to be a SOLID build, and when compared to 20xxx it was a bit faster, also some memory leak issue were resolved in the later builds, right now i'm running 21042 and ... every time i switch i keep going back to 21042 it seems...
