LION/NiMH bat's normally don't suffer from the memory effect its only the NiCd bats that do. All tho letting a LiOn bat drain down to near dead wont hurt it. I've been told just don't let it go completly dead as this can hurt the cells inside. I put wiki's below for further reading if anyone was interested.

One thing to take into consideration is your signal strength. if you're switching between 1x and evdo often, it might be a cause of it.
try changing your radio to see if that'll improve and make sure you kill all minimized programs running in the background
