Its a pay app, but you can load map files into GPS Utilities (i forget the company right now) and, as far as i know, without aGPS enabled, the program uses no data. All it does is tell you your speed, direction, and can draw a line on a blank grid of your path, with the option of loading a map file for navigation. Worth looking at, i would say.
