The weather can be fixed by turning off tf3d2 and overwriting this file in \windows
2330fc3c_manila.zip ,
and I'm not a power opera user nor do I have my kitchen with me so I don't know. When I get home later this evening I will search to help you find an answer. I am sure the answer is in on here somewhere here in one of the opera threads. I use opera once a week, I thought that was just the way it was...
