Not being exactly sure as to what your saying here, but it sounds as if you want to use a map graphic and GPS to locate on that map itself and I for one would LOVE to know how your going to import co-ordinate positions from GPS onto a different app/grapic - sounds much like having a Garmin Nuvi GPS and the screen is broken so you want to attach a laser pointer to it to point at a map on your dashboard where you are
- not intentionally attempting to be rude or play this off, but again I am not understanding what you seeking to do

If you want to use GPS either have the data plan or dont - but without it you will not be able to utilize ANY application such as Google Maps/Latitude, MSN Search with Mapping or any other app that will need a data connection to obtain data regardless of 1 byte or 1 gigabyte data is data and if you dont have or keep the data plan GPS will basically be useless IMHO as you wont be able to obtain the link to use it

again, not sure as to what it is your after or seeking to find a workaround of but it seems clear what needs to be done to utilize a mapping app using GPS on the phone

EDIT: If it helps a thread found HERE has a supposed working method for making GPS alone work without a data plan - the users are on Verizon though so check your carrier and settings and so far reading through it it seems a debate is going on with multiple users as if it works for them or not
