I haven't used Titanium. But is it is, does it provide the quick access to the same things as TF3D does without crowding your home screen? Looking at the different forums on how to cuztomize 6.5 makes my head spin. Don't think I have a handle on all the lingo being thrown around either.

Titanium is an enhanced version of Chrome which is the Smartphone (non-touch screen Windows Mobile) Today plug-in. Much of the customization of the UI can be done with simply editing the .crp files - which are just XML. They are also named very appropriately (ie LS_LockScene_480_640.cpr defines what your lock screen looks like in portrait if you have a VGA phone). Making new panels (think Tabs from TF3d) is a little more challenging, but mostly because not much has been developed specifically for Titanium, and the stuff that was done for Chrome just doesn't quite get you there. I have no doubt though that development for Titanium will be much easier than it is for TF3d/manila.
You may have also heard the term "Widgets". These have nothing to do with Titanium or the Today screen. These are special types of HTML files that WM 6.5 can use the new PIE infrastructure to display.
