Since the programs being launched probably won't be on the list in the template, just pick any random program, then once the page is created change the name and action url. Got it. One thing I've noticed in this process, if I go back into the CHome Config, I can't customize the settings anymore. If I delete the newly created panel (and out of the registry), then I can go again.
