i have noticed that this problem has a lot to do with the signal strength and how many bars you have. this probably also explains why some people phone also stop charging while they are talking. i guess if you have weak signal while tethering or talking, the phone has to work harder to maintain signal and get hotter faster? as it gets hot, battery stops charging.

i noticed that my problem with battery stopped charging while tethering went away when i was tethering in areas with max or close to max signal strength.
