It resets some other internet settings to "stock" as well, I've used it since my 6700, 6800, 6900, to enable the use of "open dns" servers (search if you want) for way faster internet connecting, you can change your internet servers from sprint servers to faster ones for faster looking up of websites.
There used to be a shortcut you could just delete in device\windows\startup...... (htc_cm_guardian.lnk) that started it everytime you softreset, but htc activates it some other way now so now it needs to be overwrote.
Not sure of all the other things it resets, but me and others have had no side effects forever, I would imagine each carrier edits the file to reset what they want, like to prevent free tethering.
