I have the exact same problem. I've noticed that I will get the ready chime anytime some other application has recently made some sort of sound. For example I'll hear the chime if I'm playing an MP3 via WMP when I activate MSVC or if I've recently received some other audible notification like an alarm. But if the phone hasn't recently made any sounds then I won't here the MSVC ready chime. It's almost like MSVC doesn't "wake up" the audio system or something quickly enough to process the ready chime. According to Bengalih's guide on WinMo-Experts the ready chime is shown in the registry as "SRAwake.wav" but the file doesn't actually exist and apparently is hard coded into program.

Very weird indeed.
