For the lock screen use Device Lock 1.1 from 2nd post, I think there is a 1.2 version out though.
To get the power settings to show up when you click on the battery use a registry editor and change to:
HKLM\Software\Microsoft\Shell\Taskbar
"LimitedClock" value="1" datatype="integer"
"ConsistentClockorBattery" value="0" datatype="integer"
