I went to Intomobile.com (which btw has an article on Helmi_C.. as do basicall all other mobile websites) and if the view is set to "One Column" it scrolls faster, but if it's set to "Desktop" it takes forever to scroll down to the bottom or scroll to the side.

For your question number 2: Click on Start->Setting->System->Task Manager->Button and select "Enable Quick Menu on Today Screen"
