Hit the volume toggle again and move your finger up the slider to indicate loud volume. "System" now shows the set volume, but "Ring" has moved off of vibrate but shows 0 volume.
We set the volume on "System" because that's the default screen, but 4.8 seems to not move "Ring" volume accordingly.

Okay i'm goinig to try and sound like a geek here, so forgive me if i sound like a complete idiot lol...
Firstly for some reason, my follow-up post about how to solve the no-ringer issue seems to have been deleted from this thread? not sure why.
It basically re-iterates the solution posted above by the user md lieber. What you have to do is make sure that both volumes are set on vibrate fist. Thereafter, you have to FIRST set the SYSTEM volume up, and THEN follow that step with setting the RING volume up (you can't set the ringer volume up before the system volume, or else it causes the "no ringer" problem, and your phone will only vibrate, at most...)
Now the "geek part" to my theory behind this problem.....is there something in the registry that gives precedence to the SYSTEM volume over the RING volume? The reason i'm saying this is cause, if you don't activate the system volume first, then the ringer volume will not be activated, and the phone will not recognize the ringer volume being turned on UNLESS the system volume is turned up FIRST.
Ever since using the md lieber solution above, i've had absoultely no ringer issues anymore. So what i was thinking was, you should maybe try looking to see if there is something in the registry that makes the ringer volume only activated if the system volume is turned on first?
HOpefully i didn't do a dumb job, and hopefully it helps those who are still having this problem.
