For what it's worth, I contacted HTC a few months ago with the following question:

"There is lots of debate on discussion boards as to whether the Mogul has
standalone GPS capability or assisted GPS only. Could you confirm this?"

HTC's answer:

"The Mogul supports AGPS only, which requires a connected call to get data location. Whether or not the GPS chip is enabled on your device is strictly the decision of your carrier. I hope we have answered your question in detail. Feel free to contact us again if you have any further questions."

Btw, I contacted HTC on several occasions and they promptly replied to all my inquiries.

Thanks to HTC I had almost given up on Windows Mobile. The Samsung Omnia i910 changed my mind.
