I don't think anyone should worry about it. From Microsoft's view, cooked roms are not hurting their business at all. Most people are locked with their phone for the 2 or 3 years anyway, and they're trying to make the experience better. People have already bought the phones, and it's not like they sell different versions of the roms. We're not pirating the OS.

The only thing they would be worried about is leaks of 6.5, because they want some anticipation I guess. They would also want people to update their hardware, but then again they said they are allowing hardware manufactuers to give out updates to 6.5.

I really don't think Microsoft has any good reasons to outlaw cooking. They even said that WinMo's malleability is one of it's advantages over other OSs (which I totally agree).
