its kinda showing the opposite... as if the values are flopped... showing what was used rather then what is left in battery

Make sure your registry says the following:

"BatteryIconLevels"=dword:65 (Hex) or 101 (Dec)
"BatteryIconIdStart"=dword:3e9 (Hex) or 1001 (Dec)
