SDConfig is a text file that resides on the root of your storage card and runs if your rom is UC capable. It will install cabs files, xml, tsk, copy files, and also execute programs. You have to use the correct syntax and it has to be coded in ANSI. The latter part is easy just save it in that format in whatever text editor you use. I use Notepad++. There is a thread about sdcofig and provisioning xml's in this sub folder of the forum. I would look through there and see if you can find what you need. I really cannot help with the provisioning xml because I do not use them myself. I am learning though. Hope this helps.
