Removing the htcphotopicker is not a good way to fix it because then you wont be able to use the photo album properly after deleting this file, even though it might fix the walpaper but this is not really a fix its more of a suggestion if your willing to take a chance losing photo album capabilities, best way to do it is to use the Backgroudn changer cab which can be set up easily with no problem, and keeps it on one photo at all times.
