Hopefully I can help you this time, I see that you mentioning "the file" there are files that has to be dragged not only one file disabledh96.png, htc-touch.skn, pushedh96.png, ratingsh96.gif, sliderh96.png and Squareh96.png, when I uploaded the zip file it was subfolder inside a folder, you should open the subfolder as well till you get to see all the files, select them all and drag them into your windows media player folder, open your windows media player options, in the skin tab do search till it will load all the skins you have available. Im not sure if this works in palm os as well but it doesnt hurt to try.
