Check out the Telus aGPS settings in this link
here. Page 61 is where it starts becoming relevant and post 631 has the Valhalla settings.
Essentially VZW has locked down GPS so you have to set it to be unassisted (Mode = 0) or use Telus server IP to assist with a lock.
You cannot use old Valhalla settings
