Who knows, go ask Sanyo.

As far as the band, it's not important. Fact is it has to broadcast on something, so in this case it's 1400.

Either way, it's technically A-GPS (assisted GPS) so it is not strong enough to act like a true GPS unit without help from the cell towers and there is no Location Services API that can access the embedded chip.

There's no secret GPS feature in your phone that you can use for anything.
