"For the time changing problem, it seems it is related to the weather database file. In city database file, 2330fc3c_manila, there is a new column "Timezone" which defines the time zone of each city. For example, for a city in EST zone, the value is 300 (in munites, so that is 5 hours offset from GMT 0). Actually you are right, it is the weather database that is causing the issue, so here's the fix
