When that happens, check the data indicator arrows. I've found when thats happening to my phone the data connection is stuck on, forcing it to transmit. The best thing to do in that situation is either make a phone call and hang up as soon as it connects (the act of connecting successfully disconnects the data connection) or soft reset.
