You have touchflo3d activated.. so you're on your home screen... slide over to the "settings" screen (usually next to last tab)... on that screen you'll see an option for "Wallpaper" (third option down)... click that then browse to your picture.

The method you described in first post is for the standard windows today... so if you weren't running the touchflo system you'd have your wallpaper there...
