I am having the same issue, it is very frustrating as I send a lot of mass texts. It doesn't add the semicolon after I type a name in the TO: field.
I just did a hard reset on mighty's 4.14. Then i sync'ed my contacts with activesync. Opened new text message, and started putting multiple contacts, and it was automatically putting a semi-colon after each one. Then I sent it, and they all received it. I was just trying to duplicate your problem to try to help you out, but everything is working good here.
