Jucy - our friend lllboredlll figured out that if the file attribute on the shortcuts placed into \Windows\Start Menu\Programs isn't Read-Only, it will flicker. He changed flickering icons to Read-Only and solved the problem. I don't know if the app install process is supposed to set this and isn't, or if the developer who makes the cab applies these attributes to the link in the cab. I suspect the latter as I have a mix of S/R and non-S/non-R attribute files installed on my device. But on my 20771 build, changing the attribute doesn't cause the flicker to appear.

Anyway, this might be an acceptable band-aid for the problem for now.

Don't know on the settings issue. I can move a shortcut to settings and it shows up in the control panel like it's supposed to. But some apps don't like being called from there (XT9MyWords for example) for some reason - will lock-up when you exit the app.. Same app, everything else the same, link placed in \Programs and it works fine.
