Can't say I have checked the registry, but probably not, as i do not believe the registry has been invoked at that stage.

What you can do is make two blank .wav files, (renaming a .txt file to .wave extension will likely work).

Rename them pwr_off.wav and pwr_on.wav and use something like Resco Explorer and overwrite the \Windows files with the same name. If you want to remove the patch, simply delete those two files and the original ROM files will come back.
