First of all welcome to ppcgeeks and grats on your first post!
This ROM (and all ROMs in general) do not affect the Radio you are using. Radios and ROMs are 2 separate things requiring 2 separate flashes. ROMs usually do not include radios. If your phone has been activated on the Alltel network, then yes you will have access here in the states, but it must first be activated on Alltel.

(there is a step by step of how to flash a radio in my signature, different radios give better service which leads to better battery life, the Telus 1.04 and Sprint 1.11 are generally regarded as the best. I'm not sure about the stock Alltel one, but the Stock Sprint is just terrible and is a must for Sprint users to flash to a different one. You may be ok with the Alltel stock)
This radio thing is admittedly a little weird. I am on the Sprint Network, but I use the Telus Radio (Telus is a telecommunications provider in Canada). Your radio version only affects how well the device's radio interacts with the network. It does not affect the network you are on (the one your ESN is assigned to). In an
earlier post, I equated it to changing the oil in your car.
So in sum, Yes this rom will allow you access to the Alltel network (once you activate your phone on the Alltel network)
